I agree that they still seem to stack, but while I used to be of the opinion that they are not much use after the bleed nerf, I have changed my mind.
The initial damage from the shots now do damage whereas, before the nerf, it was only used to calculate the size of the bleed. Thus, Mindshot1 does the same initial damage as Headshot1 and Mindshot2 does initial damage about midway between Headshot1 and Headshot2. But both continue to do damage from the bleeds. Therefore, if the fight lasts long enough, you can actually do more damage with a single Mindshot than you can with a single Headshot, even Headshot3.
Plus, bleeds are still good for a single pull targets a little more effectively than the Concealment chance does.
Therefore, while they are useless if you can kill the target quickly, on a tough target, they can be more effective than using a Headshot3 in their place. Therefore when I plan on taking out a tough target's mind, I will start with Mindshot2 and Mindshot1 then switch to Headshot3s. If the fight lasts long enough, it pays off in the long run. And since lower level riflemen will take longer to kill a target than a Master, this strategy can be even more effective at lower levels.
