Resource concentrations presumably have an influence on the chance for a particular type of creature to be selected out of the region list. It is thought that resources such as meats and hide will add a bonus chance to spawn for creatures that dispense those resource types. As an example, a higher concentration of herbivore meat adds a greater weight to the base chance of spawning a herbivorous creature on the region list for that particular area.
