You won't lose any xp when you clone. As far as the insurance issue, you don't need to insure whenever you change planets but you will have to bind your clone when you arrive at your new planet. To see if an item is insured in your inventory, open it with ctrl+i and look for the insured symbol (i) in the upper right of each item icon.
Good question sup3r. Cloning is 1000 credits to bind, but insurance is determined by whatever items you have on you. One piece of advice is put everything you don't need in the bank, clothing, resources, etc. Just insure weapons and armor before you take a destroy mission or go out in a hunting party.
