Game MechanicsNPC marks are a make up of faction and neutral npc targets that are selected for each mission. The npc selected is some what random. A random npc from each grouping is selected as the bounty mark and players may acquire faction losses or gains from killing each respective npc type. NPC Bounty Marks are not aggressive until the player attacks them or unless the mark is on a faction that the player is aggressive with.
