This item can be looted from a Valarian's swooper [3], Swooper Leader [4], Valarian NPCs [5], Jabba's swooper leader [6].

According to the Patch 12 loot notes, this item could be looted from Swooper Leader NPCs, Skaak Tipper NPCs, Dune Stalker NPCs, Valarian NPCs and Weequay NPCs on Corellia and Naboo. [2]
