I believe the base cost is 1000, it may be as little as 800. From here it seems to be affected by your secondary stats. So, for example, for me to use /quickheal, it costs around 700 Mind.

Sorry I cant give exact numbers, but that is more or less close. For the most part it is useless, except in dire situations, or if your in a cantina and just working to get some extra xp.
