Game Mechanics

A player becomes a citizen of a player city by placing a house within the city limits and declaring residence on the building terminal. However, a player must have zoning rights before they may place any structure within the city limits in order to declare residency.


Any citizen or the mayor can view a list of all citizens that are residents of that particular city by using the city management terminal, selecting the city info radial menu and choosing the Citizenship Report radial option. This will produce a City Citizenship Report window that lists the first and last name of each citizen and a total count of all citizens.

Note: Post Cu, the citizenship report window was changed from a simple sui list of each player to a more elaborate one featuring housing locations for each citizen, class and level etc.

Zoning Rights

Zoning rights is the ability granted to players that allows them the ability to place commercial structures within the city limits. By default cities have two settings for zoning rights, Enabled Zoning and Disable Zoning which are toggled on/off by using the City Management Terminal. Disable Zoning allows for any player to come within the city radius and place a structure. Enable Zoning disallows players from placing structures within city limits unless they have been granted Zoning Rights through the use of the /grantZoningtRights ability.

The ability /grantZoningRights is an inherent ability to being a member of the militia. Politicians are by default a member of the town militia and are granted the ability. When the ability is used on a player target, the player is given a 24 hour period in which they are allowed to place any non civic structure within the town, providing that the city is of sufficient rank to support the structure and that the player has sufficient skills and lots available to place it. Politicians and members of the militia may add or remove players from having zoning rights by clicking on the player and issuing the /grantZoningRights command or by inputting the player's name as a parameter. Zoning rights can be granted to any player who is within city limits.

Residency

Declaring Residency is an important housing mechanic. Residency can only be declared inside player houses, guild hall structures, and if a politician, the city hall (politicians are declared residents automatically via city hall). Until a player declares residency, they are listed as being a "wanderer" in the character sheet. When residency is declared they now have a coordinate location set up for their residence location along with the planet it is found on and city that they are in (if they are residents inside city limits). This helps players in keeping up with their primary homes. Another perk of residency is that it is used in the development of Player Cities since a city's size and existence is dependent on the number of declared residents as citizens. Players that declare residency while within the limits of a player city are now counted as citizens. Players can only be a resident of one building at a time and may only declare residency once every 24 hours, however a special exemption is made for players that are already citizens within a player city and who are looking to move to another city.

How To Declare Residency

The first means for declaring residency is to use the Structure Management Terminal Structure Management radial menu to select the Declare Residence radial option. Once this is done, the player is now flagged as being a resident of that building and may review their residency status by checking the Structure Status window. The mayor is notified by e-mail when a new resident is added to the city, and players also receive e-mails when one of their structures are added to a Player City.



If a player is a citizen and wishes to relocate to another city, they may use the Revoke Citizenship radial option on the City Management Terminal inside the City Hall structure. This will reset their residency timer back to 0 so that they can then move out and declare residence in another town. This will also remove the player from being counted as a citizen. Alternatively, a player may simply re-deed their structure and that will automatically remove them from being a citizen of that particular city. If a player doesn't reset their residency timer, then they will have to wait the normal 24 hour period before a residency change request will process through.
