Yep, it speeds up any heal action: injury treatment, wound treatment, buffs, and CM attacks.
CM attacks do have a hard-coded minimum of (I think) 3 or 4s, but cap isn't reached until Master CM. A non-Master CM could use Havla to toss poisons/diseases faster.
Wound treatment also got a time reduction with the patch (in fact, I think that was the point, buff speed was just a side effect). It's 10s at Novice Medic (although maybe that's just /tendwound), so Havla could help low-level Medics deal with wounds faster.
I'm not sure what the timer is on injury treatment. I use stimBs on myself in combat, but I haven't been paying attention to the "you are now ready to heal more damage" timing.
So right now, it looks like Havla is really only that effective for non-Master healers (since the reduced delay at Master is generally "fast enough"). Now if only they'd fix it (and Ruby Bliel) so that it'd work with less than 100 bonus so chefs can make these without additives and be able to price them to be affordable by low-level healers...

I hit the halva then I hit all 6 of buff packs as fast as I could, and as fast as I hit the buttons the buffs were applied. I'm betting if I had a macro that would hit bivoli, and all buff packs at the same time, it would apply all buffs in an instant... Once people start figuring this out, halva sales should increase again, assuming this doesn't make the CM's throw time instantaneous again, which is why it was nerfed in the first place.
