/del #of points. while the player is targeted. or /del 'players name' # of points.

You must be overt to prefom /del.

Also delegating FP has a cost, or delegation ratio. The ratio is dependant upon your rank. For example; a Colonels delegation ratio is 118:100. This means its costs a colonel 118 points to send 100 to another player. If your rank is low your delegation ratio in turn will be low and you'll end up losing alot of points.
