A player claimed that he looted this item from Hidden Daggers NPCs but did not state which one specifically. [4][5]

Another player claimed that this item could be looted from Skaak Tipper muggers. [6]

According to the Patch 12 loot notes, this item could be looted from Neo Cobral NPCs and Flail killers on Talus. [2]
